Proposal Team Roles and Responsibilities
Proposal Manager/Deputy Proposal Manager
responsibilities include, but are not limited to, the following:
Implement capture plan strategies
Prepare and deliver all proposal volumes and other required proposal deliverables
Plan proposal and proposal support activities
Develop compliance matrix
Integrate the efforts of proposal team (e.g., book bosses, writers, coordinator)
Prepare master proposal schedule
Analyze RFP and develop the requirements-driven outline
Review proposal sections regularly to ensure continuity among volumes
Conduct regular proposal progress status meetings
Control all corporate commitment statements
Allocate proposal resources
Approve, resolve, and control any RFP exceptions or deviations
Ensure that color review comments and/or recommendations are addressed.
Book Boss/Volume Lead
responsibilities include, but are not limited to, the following:
Track and report status of volume development on a daily basis to the proposal manager
Prepare and deliver the volume and all associated proposal deliverables
Ensure compliance with all RFP requirements
Work closely with all other volume leaders (e.g., technical, price, past performance, and contracts) to ensure continuity
Notify the proposal manager of any challenges/problems that could jeopardize the volume
Develop, assign, and monitor data collection activities, and ensure that writers use the data effectively
Work with writers to develop appropriate writing aids (e.g., storyboards, annotated page mockups), and review and approve these prior to initiating any writing
Review volume sections regularly
Ensure proper page limitations, styles, and other requirements are enforced
Evaluate and incorporate appropriate comments into the volume following major reviews.
Proposal Writer
responsibilities include, but are not limited to, the following:
Review/understand all applicable RFP requirements
Perform research, analysis, and data collection needed to prepare text and figures
Develop section-specific themes, text, and figures
Comply with the annotated outline for the writing assignment
Prepare/use writing aids (e.g., storyboards, annotated page mockups) and ensure these are approved by the volume leader prior to writing.
Color Review Leader
responsibilities include, but are not limited to, the following:
Review proposal for compliance, responsiveness, and ease of review
Provide constructive criticism and recommendations for improvements
Lead the review team in an efficient manner in order to accommodate review schedule
Develop necessary pre-planning materials to ensure that reviews are conducted in a structured environment (e.g., review orientation packages, evaluation guides, evaluation forms, formal debrief packages).
Editor
responsibilities include, but are not limited to, the following:
Revise text to meet the Chicago Manual of Style editorial standards (e.g., grammar, structure, punctuation)
Improve flow, continuity, and consistency of text while maintaining original integrity through reorganization, rewriting, and cutting as necessary.
Graphic Artist
responsibilities include, but are not limited to, the following:
Design compliant graphics template with a pertinent color palette
Develop high-quality graphics.
