Ms. Whiteford Qualifications

Association of Proposal Management Professionals (APMP)-certified proposal manager with more than 16 years of successful overall business development and proposal management experience; including more than 14 years of capture planning experience. Extensive experience in the qualification and development of classified and unclassified proposals ranging in value from $100,000 to $1 billion using collaborative work environment tools to facilitate configuration and knowledge management (e.g., OnTarget, LiveLink, SharePoint).

Proposal development experience includes developing proposal management tools, analyzing RFPs, initiating and monitoring proposal milestones, assignments, and baselines, verifying compliance, and writing, editing, and managing technical/non-technical proposal sections/volumes (e.g., past performance, management, technical). Capture planning experience includes call plan development and execution, defining competitive landscape (e.g., customer, competition, your company), and outlining overall win strategies.

Management experience includes budget and schedule tracking, personnel management, oversight and tracking of all proposal and business development activities, contributing to continued process improvement, resource allocation, training and mentoring, and facility management. Additionally, has more than five years of conventional program management experience supporting the federal government. Through broad experience, has developed strong organizational, interpersonal, communication, and leadership/team building skills. In the past six years has helped win more than $5 billion in new contracts and has a win rate of approximately 91%.
